ADVISORY COMMITTEE & PUBLIC MEETINGS
Public Advisory Committee meetings are held quarterly, usually on the third Wednesday of the month from 6 p.m. to 8 p.m. Public participation at BBWARM meetings is encouraged and welcome. There is a public comment period at the beginning of every meeting.

BBWARM Advisory Committee Meeting
The BBWARM District service charge has remained unchanged since its inception in 2009. The rates are based on the density of impervious surface area on a property, such as pavement, rooftops, driveways, and parking areas. Due to the long list of stormwater improvement projects needed in Birch Bay and rising construction costs, it has become clear that a rate study, and likely a service charge increase, is warranted. In August 2023, the BBWARM advisory committee and county staff hired FCS Group, a public sector financial consultant, to conduct a rate study and funding analysis. The third pubic meeting, in which FCS Group will present rate design alternatives, is scheduled for Wednesday, May 8 from 6-8pm at the Birch Bay Village Clubhouse (8181 Cowichan Rd, Blaine, WA 98230). A remote Zoom meeting option is also available. The community is welcome to attend and provide comments and feedback. A final rate structure recommendation will likely be presented to Whatcom County Council on June 18, at which point there will be a public hearing. If approved, the new rates will go into effect in 2025.
